In response to the potential of crisis conditions created by disasters, the Centers for Medicare and Medicaid Services (CMS) has prepared, with the assistance of the Trans Pacific Renal Network, and is providing to dialysis facilities Emergency Preparedness for Dialysis Facilities. This manual has been prepared and organized using the principles of emergency management: Mitigation, Preparedness, Response, and Recovery. Because an emergency stops being one when you and your staff are prepared for it, CMS is asking you as the Facility Administrator to read the manual and use it as a guide to review and/or create emergency plans and procedures for your facility.

CMS is committed to providing patients and providers with important information. Just as facilities need to be prepared for disasters, it is also important for ESRD patients to know how to help themselves in emergency situations. As a result a companion piece, Preparing for Emergencies: a Guide for People on Dialysis, was revised and updated and is being distributed to new ESRD patients in the revised Medicare ESRD patient orientation package. This booklet provides some helpful ideas on how patients can help themselves to manage during the first few days of a disaster until more normal conditions can be restored. The patient guide provides information, which is consistent with the enclosed manual Emergency Preparedness for Dialysis Facilities.
